Safety 和 Security 的区别

Safety和Security都可以表示安全，但在使用时需要注意两者的区别，不能搞混。

• Safety is the state of being “safe”, the condition of being protected from harm or other non-desirable outcomes. Safety can also refer to the control of recognized hazards in order to achieve an acceptable level of risk.
• Security is freedom from or resilience against potential harm (or other unwanted coercive change) caused by others. Beneficiaries (technically referents) of security may be of persons and social groups, objects and institutions, ecosystems or any other entity or phenomenon vulnerable to unwanted change.

下面几个例子可以帮助理解 Safety 和 Security 的区别。

数据安全：

• data safety：针对的是数据丢失，主要研究备份与恢复；
• data security：针对的是数据泄密，主要研究加密与解密。

食品安全：

• food safety：关注食品品质、质量；
• food security：关注食品供应是否充足、稳定。

核安全：

• nuclear safety：主要考虑核设施内部的物项失效、自然灾害及内外部的人为失误，采取针对性的工程安全和管理措施；
• nuclear security：主要针对恐怖主义或犯罪团伙对核设施、核材料的攻击、破坏和盗窃等，采取相应的防范措施。
